The supplemental consultation document is the key document in this process. It comprises of two sections :
An introductory letter. This letter, sent to all statutory consultees, describes the supplemental consultation process and explains how consultees can respond to the potential changes to the QCS Proposal.
The supplemental consultation document contains a description of the potential changes, summarising the relevant feedback, the potential changes to the QCS Proposal and the reasons for making them, and the impact of the changes. All appendices are included within the supplemental consultation document but for convenience Appendices B and C are also provided as separate links.
